Historically, domestic violence programs were born from the women’s liberation movement of the 1970’s to address the needs of female survivors. Overtime, it has come to be understood that anyone can be a victim of domestic violence regardless of race, ethnicity, class, sexual orientation, or gender identity. Currently, most domestic violence programs primarily provide services to women and children, who continue to represent the majority of victims seeking these services. At the same time, these programs struggle with the idea of integrating services to address male-identified victims across the lifespan. Both research and practice underscore the need to improve services to this group.</p> <p>While data shows that domestic violence disproportionately affects girls and women, boys, gay, bisexual, transmasculine and heterosexual men are also victims. In 2015, NRCDV conducted a series of listening sessions with male survivors; out of these conversations, we noted that one of the most significant barriers to accessing services was shame and stigma, including the pressure they felt as men to be strong and “keep everything together.” Male victims often fear that their complaints are not credible or that they will be blamed for the abuse if they tell anyone. Some re-counted that receiving non-residential services from a domestic violence (DV) program was not an option because of their gender.</p> <p><em>“I felt judged and not believed. You know men should be able to take care of their woman type of mentality.” – Male Survivor </em></p> <p>We have a long way to go to deepen our understanding of the specific challenges male victims continue to face. Society needs a broader concept of “male identity” to ensure accessibility to services and the promising practices developed by agencies serving them. Given this absence of information, it is especially critical to amplify the voices of male victims from historically marginalized communities, as well as the experiences and best practices of the advocates who work with them.</p> <p><em>“It’s hard…people don't believe you. The term was claimed and coined by women of color as a result of the <a href="http://www.iisd.ca/cairo.html" target="_blank">1994 International Conference on Population and Development hosted in Cairo</a>, and the reproductive justice movement emphasizes that a woman's reproductive health is not only based on individual choice but also a variety of factors and conditions within one's experiences, family, and community. While many women see abortion rights as their main issue – and it is indeed important – many women, and in particular women of color and low income women, often have difficulty accessing contraception, comprehensive sex education, sexually transmitted infection prevention and care, alternative birth options, adequate prenatal and pregnancy care, domestic violence assistance, adequate wages to support families, safe homes, and so much more. Even the right to parent is often threatened. Reproductive justice addresses all of these critical issues (Loretta J. Ross, SisterSong, 2006).</p> <p>The reproductive justice analysis also understands that women, and particularly women of color and their communities, experience reproductive oppression. Reproductive oppression is "the controlling and exploiting of women, girls, and individuals through our bodies, sexuality, labor, and reproduction (both biological and social) by families, communities, institutions and society" (<a href="http://reproductivejustice.org/assets/docs/ACRJ-A-New-Vision.pdf" target="_blank">Asian Communities for Reproductive Justice, 2005</a> and <a href="http://www.sistersong.net/publications_and_articles/Understanding_RJ.pdf" target="_blank">Loretta J. Ross</a>, <a href="http://www.sistersong.net/publications_and_articles/Understanding_RJ.pdf" target="_blank">SisterSong, 2006</a>). This reproductive oppression cannot be separated out from the other oppressions individuals and communities experience, just as a person's reproductive health experiences cannot be separated from mental, social, economic, familial, communal, or environmental well-being (<a href="http://reproductivejustice.org/assets/docs/ACRJ-A-New-Vision.pdf" target="_blank">Asian Communities for Reproductive Justice, 2005</a> and <a href="http://www.sistersong.net/publications_and_articles/Understanding_RJ.pdf" target="_blank">Loretta J. Ross, SisterSong, 2006</a>).</p> <p>This intersectional paradigm at the core of reproductive justice acknowledges that systems of oppression simultaneously discriminate based on race, gender, sexuality, class, ability, age, immigration status, language, and other factors. These intersecting forms of oppression and discrimination have historically resulted in power, privilege, and resources for a select few and limited access to power and resources for a large majority, including women of color, women in poverty, women as an overall group, and others. Reproductive justice aims to bring about the complete physical, mental, spiritual, political, social and economic well-being of women and girls, based on the full achievement and protection of not only women’s reproductive rights, but their human rights.</p> <p>This collection includes select resources that detail the history of the reproductive justice movement, provide comprehensive information on reproductive justice and social change, and lift up the work of organizations that are advancing a reproductive justice agenda. Also included are resources on the intersection of domestic and sexual violence and reproductive justice, and information on federal and state policies surrounding the issue.</p> <p>This is an update to a collection that was originally developed by the National Sexual Violence Resource Center, the National Resource Center on Domestic Violence, and the Women of Color Network. Also included throughout this collection are resources that have been developed for mental health or substance abuse settings that can also be useful to DV victim advocates.</p> <p>The goals of this Special Collection series are to provide:</p> <ul> <li>Basic information about the different ways in which trauma can affect individuals and to highlight current research on effective ways to respond to trauma;</li> <li>Practical guidance on developing trauma-informed DV programs and services; and</li> <li>Information that will help support collaboration between DV programs, and mental health, substance abuse, and other social services agencies and that will increase awareness about trauma treatment in the context of DV.</li> </ul> <p>This is PART 3 of a 3-part collection, which also includes Understanding the Framework and Approach (PART 1 of 3), and Building Program Capacity (PART 2 of 3). PART 3 provides resources for building collaboration to ensure that survivors and their children have access to culture-, DV- and trauma-informed mental health and substance abuse services.</p> <p><b>A Note About Gender:</b> <em>Intimate partner violence perpetrated by men against their female partners is epidemic. At the same time, whatever a person’s gender or their partner’s gender, they may experience intimate partner violence, and gendered language can minimize the experiences of many survivors. At the same time, research on trauma and resilience, combined with what we have learned from the experiences of survivors, advocates, and clinicians has begun to clarify helpful ways to respond, both within and across cultures and communities. This emerging body of knowledge offers information that can be helpful to the domestic violence (DV) field in its work with survivors and their children.</p> <p>Building on over 20 years of work in this area, the <a href="http://www.nationalcenterdvtraumamh.org/">National Center on Domestic Violence, Trauma &amp; Mental Health</a> (NCDVTMH) has put into practice a framework that integrates a trauma-informed approach with a DV victim advocacy lens. The term trauma-informed is used to describe organizations and practices that incorporate an understanding of the pervasiveness and impact of trauma and that are designed to reduce retraumatization, support healing and resiliency, and address the root causes of abuse and violence (NCDVTMH 2013 adapted from Harris and Fallot 2001). This substantial data collection effort involved 90 urban, rural and suburban community-based domestic violence programs and nearly 1,500 domestic violence survivors surveyed in 2010 about their experiences seeking and receiving non-residential domestic violence services. </p> <p>This study complements the Meeting Survivors' Needs: A Multi-State Study of Domestic Violence Shelter Experiences (2008), a survey of survivors of domestic violence who were in shelter.
